I had this phone for years. They are telling you that you can't disable the browser, but you can. You just need to go to menu-settings-security-and enter your lock code.

It is the last 4 digits of your phone number unless you have changed it. Then another menu opens. Go to restrictions-data and choose lock. Now when you accidentally hit the browser, it will say "data is now locked" and it won't connect and deplete your minutes.

You can still make and receive calls and texts. It just disables the browser. This works on many phones, though if it's a camera phone it disables sending and receiving picture messages.
