Error trying to setup frequent numbers

When I try to setup my frequent numbers so I can call South Korea by entering my phone number and IMEI, I receive a message says that I don't have a valid account...The phone is an LGL164VL. I have tried to do the setup on both my laptop and the phone and get the same message on both.
