Transaction pending for this device???

I've been trying for over 2 weeks now to try and switch my ACP benefits from qlink wireless to TracFone and I have had no luck I've been on the phone five or six times with different customer service Representatives and half the time I get hung up on the other half I'm just told that I have to call back tomorrow this is driving me nuts and I'm losing a lot of work and a lot of money because no one can help me set up a phone when I try to activate the phone online on your app I get the message saying transaction is pending to this device I have no idea what that means and I don't know what transaction is talking about
