Replacement phone

I've been on the chat today and yesterday was told a replacement phone would arrive thurs by EOD. Today's chat I asked for the tracking info and was told that I should have received a tracking number yesterday and since I hadn't there is no way to get the tracking info without me calling.

How can I call without a phone?
