Voicemail Set Up Problems

I have been unable to set up my voice mail on my phone i have used the online chat from the website to try and fix the problem but they are not able to help and tell me to call support, but the next problem is i can never understand the tech support people.

my phone problem is:

when i dial 1 i get a message from AT&T telling me they need more information to direct my call.

when i dial my own # i get a busy signal.
