Free Msg: Unable to send message - Message Blocking activ

Apple assures me the problem that I can't message a text to an Android phone lies with my carrier, TracFone. Why is this, please? This problem surfaced recently. SMS messaging is enabled as well as iMessaging. The above Subject is the response to any attempt to text an Android phone.

I have 4500 texts remaining.
