Voicemail not set up

I have a ZTE Citrine Z716BL. I've had this phone for several years and have never been able to set up the voicemail. I've even talked to support and they can't get it set up either. I'm 73 and only use it for basics but would like the voicemail feature to work. Is it time to get a new phone?
