Unable to access english-fluent customer service rep

I was enrolled in a pay-as-you-go plan with 3x minutes, 90 day service, and auto refill. With plenty of minutes left on my plan, my phone was disabled on 5/20/19. Have been unable to contact an english-fluent customer rep or send a help text to 611611. How can I talk to someone who can help me?
