Won't let me activate volte phone.

I bought a volte compatible phone to upgrade my daughter's old phone. When I try to activate the new phone, I get this message and it won't let me go any further than asking if u want to keep my old number. New phone is a Nokia 2760 flip. Here is the message I get: "our records indicate that your current phone is not compatible with the existing network carrier standards....." why can't I activate my new volte compatible phone?
