Taxes And Fees On Additional Minutes

My Husband just ordered 500 additional minutes for my phone. The minutes were added successfully, however, instead of $10 as advertised, we were charged an additional $2.37 taxes and fees. Pennsylvania sales tax is only 6% or 60 cents on $10, there is no explanation on what the $2.37 is paid to. Would you please elaborate?
