Can't activate phone, no network connection.

Hey trying to activate my phone i just got for a trip coming up, Cant seem to call the number to activate the phone beacuse there is no network.

The phone is on the wifi, but there is no carrier and no phone number, I also tried to add time to the phone via the website and it also did not work as the imei number is not "tracfone there are no devices in our system"
