Having trouble activating the new phone (service inactive)

I just received my new phone that was purchased from HSN with talk/text/data included. When I tried to activate the phone, I was told my service is inactive (expired 2 days ago), and I would have to purchase airtime to keep my current phone number. I tried to explain that the minutes are included with the new phone, but they said they could not reactivate the account without buying another plan. I called Tracfone the day the service was due to expire and explained that the phone was not arriving for another 2 days. They said it wouldn't be a problem to keep our number, and to call when the phone arrives. Now they say we have to pay extra. What do I need to do to get my phone active?
